VAT on gym memberships in the UAE: what a gym owner has to get right

Plain-language guide to 5% VAT for UAE gyms and personal trainers: registration thresholds, what is taxable, pricing inclusive or exclusive, and what a tax invoice needs to show.

This is a practical overview from people who run a software company, not tax advice. Confirm your position with an accountant registered with the Federal Tax Authority. Rules and thresholds can change; we last checked them in September 2026.

The UAE introduced value added tax at 5% in 2018, and gym memberships, class packs and personal training are standard-rated services. The mechanics are not complicated, but three things trip up new gym owners every year: whether they have to register at all, whether their advertised price includes the tax, and whether the receipt their software prints is a valid tax invoice.

Do you have to register?

Registration is mandatory once taxable supplies in the last twelve months, or expected in the next thirty days, exceed AED 375,000. Voluntary registration is available above AED 187,500. For a gym, a hundred members at AED 350 a month is AED 420,000 a year, so most gyms with a real membership base cross the mandatory line in their first year.

A solo personal trainer is a different case. Twenty clients at AED 1,500 a month is AED 360,000, just under the threshold. Track it monthly rather than discovering in Q4 that you crossed it in Q2.

Inclusive or exclusive: decide once

Consumer-facing prices in the UAE are generally expected to be displayed inclusive of VAT. In practice, a gym that advertises "AED 300 a month" and then charges AED 315 at the desk creates the same argument every day. Set the displayed price as the price the member pays, and let the tax be carved out on the invoice.

Whichever you pick, your software needs to know. A system that treats every price as exclusive will quietly add 5% to the number on your website; one that treats every price as inclusive will report the wrong net revenue. Check the setting before the first invoice goes out.

What a tax invoice needs

For a registered business, a tax invoice for a member should show, at minimum: the words "Tax Invoice", your business name, address and Tax Registration Number, a unique invoice number and date, a description of the supply, the amount before VAT, the VAT amount and rate, and the total. Simplified tax invoices are permitted for smaller consumer supplies and drop some fields, but the TRN and the VAT amount stay.

This is where card processors and gym software diverge. A Stripe receipt is a payment confirmation, not automatically a tax invoice. Confirm what your platform issues, and if it is a receipt, make sure your accounting system generates the invoice from the same numbers.

Freezes, refunds and packs

  • A frozen membership with paused billing has no supply and no VAT for the frozen period. Your software should not be reporting revenue you did not collect.
  • A refund reverses the VAT on the refunded amount. Issue a credit note, not a silent adjustment.
  • A ten-class pack is taxed when sold, not per class. If a member uses six and the pack expires, there is nothing further to account for.
  • Day passes and drop-ins are standard-rated like everything else.

Filing rhythm

Most registered businesses file quarterly through the FTA portal, though the authority assigns the period. Late filing and late payment carry fixed penalties, so the useful habit is a monthly reconciliation of what the software says you collected against what the bank says arrived. Where those differ, it is usually failed card payments still marked as paid, or manual cash entries nobody recorded.

The one-sentence version: register when you cross AED 375,000, display prices that include the 5%, make sure your invoices carry your TRN and the VAT amount, and reconcile monthly.
